Milwaukee’s changing demographics

The news yesterday was that the federal government will now require Milwaukee to provide voting information and ballots in Spanish. I found this bit interesting:

The language minority must make up more than 5% of the voting age population that has limited English proficiency, or 10,000 with limited English proficiency, who have less than a fifth grade education, said Catherine M. McCully, chief of the census redistricting data office in Washington, D.C.

I dug around on the census site for a bit to figure out which population declined if Hispanics increased, but I wasn’t very successful getting numbers. Let me know if you find them.
